During this session, an overview of current humanitarian crises was given, pointing out the enormous amount of displaced people worldwide in 2018 (70.8 million). Special emphasis went to the crisis in Venezuela. The lack of support for displaced HIV positive people or people at risk is however universal.

Displaced people are often those at risk for HIV infection; their elevated risk is even exacerbated while fleeing. In their countries of origin, they suffer, besides violence and insecurity, gender based violence and discrimination. On route, sexual abuse is common, especially among the most vulnerables (LGBTQ, young girls and women). Once they settle down, local health services are not prepared and lack specialized care. Out of fear of discrimination or deportation, many refugees don’t use health services. Those who have HIV are especially vulnerable for the effects of instability. HIV positive people are leaving Venezuela: deterioration of health infrastructure, exodus of health staff, shortages in equipment and medicine, and blackouts have caused irreparable harm and made health services collapsed. In addition, people who stand up for their (health) rights are harassed. A Master Plan was developed by UNAIDS/PAHO and the Global Fund donated money, but more international help is needed.

An estimated 1.600.000 people living with HIV are affected by humanitarian emergencies (2013), and over 1.000.000 of them have no access to treatment in emergencies. Preparedness is key, including stronger and more resilient HIV programs, bringing services to the communities instead of moving communities to services, and integrating HIV services in the early assessment of an emergency situation. Political will, funding and correct tools are essential in achieving this.
